这梦想，不休不止

谁说这是平常的一天？候鸟掠出线影，年轮添了新纹；我们大声地问候亲友 ，也默默地思念远人。

365天，两鬓多了白发，或许连心事也疲倦了几分，但你依然，依然轻轻地 叹着，却终究微微地笑了——这是一个收获祝福的日子，要赶紧抹去浮尘，擦亮 梦想。

但这其实是很平常的一天：北方的飘雪，南国的暖阳，还有来来往往人海茫 茫。历史并不常常在某个特定的时刻让一切发生改变，只是在我们的心里，习惯 找一个开始。

一开始，就有梦想。

那么在这新年的开始，我们祝福你，朋友，愿你的梦想一路远行！

我们乐观地回首，2003是放飞梦想的一年：小康社会，“立党为公、执政为 民”，“神舟五号”，“振兴东北”……

有了开始，即便梦想千年，也新意盎然。

我们现实地记录，2003也背负恐惧、泪水和愤怒。当S ARS疫潮席卷，渭河 洪水滔滔，公民惨死收容所……不，我们不仅仅记录，而且感同身受，所以眼里 有泪，心里有痛……

但在谎言中，有勇士挺身而出；在暴力后，有对恶行汹涌的讨伐……这无畏 的直言与血的印痕，又何尝不是一个开始？

所有这些或悲或喜的开始，在不同的层面指向同一个终点：人之尊严与福祉 的增进。2003年的奋力与求索，在这路途中为中国大写了两个关键的名词：“公 民”与“权利”——它们，原本就相辅相成。

这，也正是我们不休不止关注与祝福的梦想。

携着梦想与祝福，今天与你见面的这张报纸已走过20个年头。

这20年，中国持续激变；我们为变革而生，但关注持续未变：为我们国家每 一个进步喝彩加油，为确立市场经济添注加解，为关注社会积弊呐喊张目…… 今天的中国，“政治文明”与“全球规则”成为新时代的关键词，那我们也 毫不讳言对“政治”的兴趣，因为这关乎众人之事的政治，关乎国家之进步，关 乎民生之改善，关乎民族之复兴；我们关注政治的方式，一如媒体的天职，忠 地记录，公开地陈述，理性地评说。

对于时代的进步，尤其是对于所处的这个民族在所处这个时代的进步，我们 欣然落笔，化为墨痕；虽然前路或许多艰，但对这朝着阳光方向的生长，我们努 力地鼓与呼。

但记录不是记录的理由，关注也非关注的终点。我们对于这时代变革的每一 次喜和忧，最终都只有沉潜于人的层面才有价值。生活要多样化，经济要市场 ，政治要民主化，这是一个古老文明要重焕青春的步伐和必然诉求。

所以20年来，当你在会场陈言，在书斋握笔，在农田挥汗，在工厂劳作，在 校园诵念……我们将你的故事告诉他，将他的故事告诉你，将中国的故事说给中 国人，也说给世界听；要让书斋知晓江湖事，也求民间参知庙堂言。 这个国家不正是大家的国家吗？我们用真实架一座桥，让言说者不空谈，让 主事者不麻木，让刚烈者不偏激，让脆弱者不沉沦，让大家知道大家的心事，也

知道自己的方向。

在这一年的开始，我们也祝福自己的梦想，它萌自20年前的那个早春，从此 便如春藤一般爬满了我们的心间眉宇。 然则这梦想其实来得更深远，甚至早在100年以前，我们的先辈们面对积弱 积贫的中国，他们的梦想就是民族的复兴、国家的富强和人民的解放。 所梦所想，何止20年，其实百年一脉。

但对于中国这个老大的后发国家来讲，每向梦想逼近一步，都要有巨大的付 出。

但梦想没有流产，因为正如此，历史每数十年给出一个阶段主题的规律似乎 清晰可见：开天眼（西风东渐、启蒙运动）、反帝制（推翻清政府）、求统一（ 北伐、结束军阀混战）、争主权（抗日、废除不平等条约、建立新中国）、平均 地权（土地改革）、改善民生（经济改革），而贯穿其中的就是增强国力和复兴 我们这个有着悠久历史的伟大民族。

在中国，这些主题环环相扣，它们赋予今日中国以独特的魅力：每一天都能 感知这变革中每一步前进的喜悦。我们愿意相信，这个时代能够成为中国最好的 时代，因为它给我们未来以最新的期许。

这个国家对于未来的期许，从理想叙事的乌托邦，到国家叙事的现代化，再 到传统叙事的小康社会，共性与个性、出发与归宿间，今日中国也充满着独特的 张力与快速节奏。

这种状况将继续于新的时代主题破题启程后。

2003年当被铭记：政府因“乙肝歧视”遭遇行政诉讼、四川自贡3万农民“ 民告官”，公民依法维权的意识在这里觉醒；前河北省委书记与卫生部长被处理 、收容制度被埋葬，公民对公权的监督在这里呈现；北京、深圳甚至内地小城潜 江自荐竞选人活跃涌现、“违宪审查”的话题被广泛讨论，公民的政治权利在这 里伸张……

Sehr geehrte Damen und Herren! Liebe Genossen und Freunde!

In Kürze wird das neue Jahr 2005 eingeläutet, wir nehmen Abschied vom alten Jahr. Ich freue mich sehr, über Radio China International, China National Radio und den chinesischen Zentralfernsehens-Sender CCTV an alle Bürger Chinas, an die Landsleute aus den

chinesischen Sonderverwaltungszonen Hong Kong und Macao, an die Landsleute auf Taiwan sowie an alle Auslandschinesen und an Freunde aus allen Ländern der Welt Glückwünsche zum Neujahr übermitteln zu können!

Das Jahr 2004 war das Jahr für den allseitigen Aufbau einer bescheidenden

Wohlstandsgesellschaft des chinesischen Volkes. Es war auch das Jahr für eine beschleunigte Vorantreibung und Wegbahnung des sozialistischen Modernisierungsprozesses. In dem vergangenen Jahr haben wir die Theorien von Deng Xiaoping und die Schlüsselidee der

"Dreifach Vertretungen" als unseren Leitgedanken im Auge gehalten. Eine wissenschaftliche Vorstellung über umfassende, koordinierte und nachhaltige Entwicklung nach dem Prinzip "den Interessen und Anliegen der Bürger hohen Vorrang einzuräumen" wird in die Tat umgesetzt. Die Vertiefung der Reformen und die Erweiterung der Öffnung wurden weiter fortgesetzt, die Entwicklung und die Stabilität der Gesellschaft wurden gefördert und erhalten. Die gute und gesunde Entwicklungstendenz der Volkswirtschaft ist weiterhin zu erkennen. Neue Erfolge im Aufbau der sozialistischen politischen und geistigen Zivilisation wurden

angestrebt. Es haben sich überall neue Erfolge in verschiedenen sozialen Bereichen und eine weitere Erhöhung des Lebensstandards chinesischer Bürger gezeigt. In der vierten Plenartagung des 16. Zentralkomitees der KP Chinas sind wichtige Erfahrungen bei der Verwaltung gesammelt und zur Verstärkung der Regierungsfähigkeit der Partei umfassende Planungen angeordnet worden. Damit der Aufschwung des Landes, die Belebung der Nation, die Harmonie der Gesellschaft und das Glück des Volkes realisierbar werden, müssen die chinesischen Bürger aller Nationalitäten Solidarität an den Tag legen.

In diesem Jahr haben wir die Fahne von Frieden, Entwicklung und Kooperation hoch gehalten sowie eine friedliche Außenpolitik der Unabhängigkeit und Selbständigkeit gepflegt. Wir halten an der friedlichen Entwicklung unseres Landes fest und bemühen uns um die Erhaltung des Weltfriedens und die Förderung der globalen Entwicklung. In einer Reihe von großen

Das Jahr 2005 ist das letzte Jahr zur vollständigen Realisierung unseres Ziels vom 10.

Fünfjahresplan. Das Jahr 2005 ist auch ein wichtiges Jahr zum allseitigen Vorantreiben des Aufbaus einer bescheidenden Wohlstandsgesellschaft in China. Wir werden wissenschaftliche Vorstellung über Entwicklung gewissenhaft in die Tat umsetzen und den Wirtschaftsaufbau als Mittelpunkt unserer Arbeit ansehen. Makroökonomische Regulierungen sollen verbessert werden. Die Umstrukturierung der Wirtschaft wird beschleunigt. Unsere Reform- und Öffnungspolitik wird tatkräftig weitergeführt. An der Förderung einer sanften und relativ schnellen Entwicklung unserer Wirtschaft halten wir fest. Der Aufbau der politischen und geistigen Zivilisation wird vorangetrieben. Wir bemühen uns um den Aufbau einer

harmonischen Gesellschaft. Der Aufbau der sozialistischen Sache mit chinesischer Prägung ist voranzutreiben.

Wir werden die Richtlinien "ein Land, Zwei Systeme", "Verwaltung Hong Kongs durch die Hong Konger", "Verwaltung Macaos durch die Macaoer" und "hochgradige Autonomie" weiter verfolgen. Und wir werden uns an das jeweilige Grundgesetz der chinesischen

Sonderverwaltungszonen Hong Kong und Macao orientieren und eine gesetzmäßige

Verwaltung der Chefadministratoren und Regierungen der beiden Sonderverwaltungszonen unterstützen. Zudem gilt es, die Wirtschafts- und Handelsbeziehungen Hong Kongs und Macaos zum chinesischen Binnenland auszubauen und eine langfristige Prosperität und Stabilität in Hong Kong und Macao zu erhalten.

Wir werden an dem Grundprinzip "friedliche Wiedervereinigung, ein Land, zwei Systeme" und an den Acht-Punkte-Vorschlägen zur Entwicklung der Beziehungen zwischen beiden Seiten der Taiwan-Straße und zur Förderung einer friedlichen Wiedervereinigung des chinesischen

Vaterlandes festhalten. Auf dieser Grundlage gilt es, den Personal- und wirtschaftlichen und kulturellen Austausch zwischen beiden Seiten der Taiwan-Straße voranzutreiben und mit größter Aufrichtigkeit und allen Kräften die Zukunft einer friedlichen Wiedervereinigung anzustreben. Wir sind bereit, auf Basis des "Ein-China-Prinzips" den Dialog und die Verhandlungen zwischen beiden Seiten der Taiwan-Straße möglichst schnell wieder

aufzunehmen. Aber wir werden auf keinen Fall dulden, dass irgendjemand auf irgendeine Weise versucht, Taiwan von China abzuspalten. Hiermit fordere ich alle Chinesen einschließlich der Taiwaner Landsleute noch einmal auf, sich zusammenzuschließen und gemeinsam gegen separatistische Kräfte und ihren Versuch, eine "Unabhängigkeit" Taiwans zu erreichen, vorzugehen. Diese Aktivitäten müssen verhindert werden. Wir müssen uns gemeinsam für eine baldige Wiedervereinigung des Vaterlandes einsetzen.

Meine Damen und Herren! Liebe Genossen und Freunde!

Die Welt erlebt gerade eine gravierende Veränderung. Frieden und Entwicklung stellen

weiterhin das Hauptthema in der heutigen Zeit dar. Trotz vieler Probleme tendiert die Welt weiter zur Multipolarisierung. Die wirtschaftliche Globalisierung hat sich weiter entwickelt und Wissenschaft und Technik sind schnell vorangeschritten. All das bietet den verschiedenen Ländern der Welt neue Entwicklungschancen. Aber zugleich nehmen instabile und unsichere Faktoren weiter zu, die den Frieden und die Entwicklung beeinträchtigen. Hinzu kommen auch noch regionale Konflikte, der Terrorismus, die wirtschaftliche Kluft zwischen Nord und Süd, die Umweltzerstörung und schließlich Handelsbarrieren. Dies alles fordert internationale Friedenssachen und die globale wirtschaftliche Entwicklung heraus.

Es ist ein gemeinsamer Wunsch der Bevölkerung der meisten Länder, den Weltfrieden zu wahren und die gemeinsame Entwicklung voranzutreiben. Das chinesische Volk ist bereit, gemeinsam mit den Völkern anderer Länder den Aufbau einer fairen und vernünftigen neuen internationalen politischen und wirtschaftlichen Ordnung zu fördern, sich für die

Demokratisierung in den internationalen Beziehungen einzusetzen und die Vielfältigkeit der Welt zu respektieren. Ferner sind wir bereit, die Etablierung einer neuen

Sicherheitsvorstellung zu fördern und eine ausbalancierte und nachhaltige Entwicklung der globalen Wirtschaft anzustreben.

Das chinesische Volk spricht den Bevölkerungsteilen in der ganzen Welt sein tiefempfundenes Mitgefühl aus, die von Krieg, Konflikten und Hunger sowie Armut betroffen sind. Diesen Menschen wünschen wir herzlich, dass bald die friedliche Entwicklung in ihrem Land

voranschreitet. Das chinesische Volk ist bereit, dabei so gut es geht Hilfestellung zu geben. Ich bin davon überzeugt, dass das Leben der gesamten Weltbevölkerung lebenswert sein kann, wenn alle, insbesondere aber Politiker, die Weitblick besitzen, sich im Interesse der

Menschheit um Frieden und Entwicklung bemühen, multinational mehr zusammenarbeiten und gemeinsam Schwierigkeiten aus dem Weg räumen würden.
