After the foundation of People's Republic of China, many projects has been built in Kaifeng Yellow River Beach, such as training works, protecting dykes, water escaping platforms, village platforms and retreat roads, etc. With the construction of various projects preventing flood and increase of new protection projects and new floodplain, the advantages of land resources of Yellow River floodplain are increasingly evident. However, constrained by special geographical location and weak economic foundations, there is little sideline and industry, developing agricultural production is the only way out of poverty. Land is the foundation which masses of floodplain survive on, due to natural and man-made factors, the distribution and area of Yellow

River flood plains and farmland reserve resources are changing. This paper makes a comprehensive analysis and reflection on safe use of land resources of the Yellow River Floodplain.

2 Overview of research Area

Kaifeng Yellow River Floodplain is located in the northern of Kaifeng. It is bounded on the south by the Yellow River embankment, north to the Yellow River water, and the west to the junction of HuihuiZhai of Shuidao township and Zhongmu County, the east to the junction of Yuezhai of Guying township of Lankao County and Shandong province. The straight-line length of Kaifeng Floodplain up first-section is about 52 km, belong to the Ming and Qing’ old course, the river channel is wide and shallow, is a typical wandering river, the distance between two banks is 5.5 ~12.7km, river channel is 1.5 ~ 7.5km wide; down first-section, Lankao east groin head, the following length is about 7 km, belong to the river which was formed by Tongwaxiang changing its channel and occupying Daqing channel in 1855, the distance between two banks is 1.4 ~20km, river channel is 1.0 ~ 6.5km wide, flowing into the main peak clipping area of the downstream. The region of floodplain belongs to the Kaifeng County, Lankao County, 11 townships of 3 districts of Kaifeng City, and 88 administrative villages, the population of residents who lives in the beaches is 156.8 thousand people, the total land area is 31,139.53 hectares, arable land is 12,727.78 hectares (about 19.09 mu), 1.2 mu arable land per one person. As being located in the middle of North China Plain and the birthplace of Chinese civilization in history, and adjacent to the modern cities, the problems such as disputing land between human and river, the coexistence of man and water and flood threat still exist.

3 Analysis on the boundaries, flood risk and Cresent Status of land use of beach region

3.1 Beach Region Boundary

Lower Yellow River beach region is a special type of beaches, which is different from the ordinary plain rivers and doesn’t have the typical characteristics of floodplain sediment and non-dualistic structure. It is not only the traveling flood area of river, but also is often subjected to river erosion, flooding and so on, before Xiaolangdi Reservoir being completed and running. Only after t Xiaolangdi Reservoir, raining works and regulation line of downstream being completed, because of the control of the downstream flow and constraints on major flow according to the designed regulation line, the beach region is able to stabilize, there is no flood. Therefore, the current medial boundary is bounded by current approved minimum flood flow as the starting boundary, lateral boundary is clearly bounded by the Yellow River dyke. Definition of medial boundary is different from the general river, due to the lower Yellow River having characteristics of high sediment and changeable channel. In view of this, to confirm minimum flood flow of floodplain frequent floods is important for safe use of flood plain land, because the water level of this flow is the maximum possible boundary of flood plain available land resources. This confirmed minimum flow is 4000m3 / s, the basis as follows:

First, according to analysis on multi-years flood from 1992-2007, frequent floods flow of flood risk design is 4000m3/s at list, which is determined by Yellow River Conservancy Commission (YRCC), in accordance with standard of Huayuankou which is the originating hydrological station of lower Yellow River floodplain.

Secondly, according to 20-year’s series hydrological statistics based on 1986 to 2005, the years of the flood flow beyond 4000m3/s happed in Huayuankou is 11 years. However, since Xiaolangdi Reservoir running, there has been no more than 4000m3/s in lower Yellow River.

Furthermore, there have been 9 times water-sediment regulation, since Xiaolangdi Reservoir, 575million tons of sediment was washed away in the full range of the main channel of the Lower Yellow River, the capacity of conveyance flood of main channel improves from 1800m3/s before 2002 to 3880m3/s at present, that is basically able to guarantee that water don’t flow out of channel, and don’t submerge the beach under normal state.

Finally, according to Harnessing and planning of the Yellow River, in order to prevent frequent changes of the river channel from up to bottom, in one section of the river of Kaifeng, some training works have been built, such as: Xiayan of Heigangkou, Wang Temple, Fu Jun Temple, Autun, Jiahetan, Caiji, etc. Training works of Dagong, Gucheng, Chanfang and other projects have been built in the opposite, which control the river regime of the Yellow River effectively and protect the safety of the flood plain land use.

Based above all, minimum safe flow for downstream plain land used is 4000m3/s identified, it is reliable starting flow for floodplain land use also.

3.2 Analysis on Flood Inundation Risk

According to surveys of the flood transit region over past 60 years, using data of TM satellite remote sensing images from 1992-2007, based on mapping technologies of GIS and RS images, making June 26, 2006 (3700) TM images as background data, we extract the river flood transit fringe line of October 16, 1992, September 29, 1994, August 17, 1996 (7680) and October 4, 1996 , September 7, 2002, October 24, 2003, September 22,2004, April 7, 2006 and June 29, 2007 respectively, superposed with the background data, generating the thematic map and integrated superposed maps about the flood transit region in typical years during nearly 20 years (Figure.1), according to which, we define the actual flood transit region of 3700-7680m3/s flow of beach region.

Subsequently, we make Huayuankou as control section entrance and entrance of flow process, and make Lijin as exit control border; according to results of two-dimensional water-sediment mathematical model of Lower Yellow River calculating flood which is different order of magnitude of beach region, using large section data of 2004 after flood, the topographic data of beach region used is 1:10000 topographic map data by YRCC 1998, we measure the locations of training works, dangerous anti-flood projects, boundary of levee additionally and locate them using GPS, and then, transfer them onto maps, calculating and producing maps about the design for flood in different order of magnitude and the submerged area (Figure 2), after superposition, according to the maps about the flood transit region over the past 20 years, we modify maps in details, drawing the 1:50000 map about the design for flood in different order of magnitude and the submerged area (Figure 3).

3.3 Current Status of land use of beach region

According to the superposition results map, we draw the boundary line of 4000m3/s onto the 2007 SPOT2.5 remote sensing image, overlay 1:10000 changed current land use map of 2005, making 1:10000 current land-use maps(2007), by 6 types of land use, such as: cultivated land,forest land,garden plots,water area,residential quarters and industrial-mining land, unused land, then, classifying, calculating, counting by patches. Based on the statistics, the total land area of Kaifeng Yellow River Floodplain is 31,139.53 hectares, the main compositions of which are

cultivated land and beach, accounting for 40.87% and 35.77% respectively. The remaining are rural residential areas land, brick -tile kilns and so on. The area structure of all land types is as follows (Table 1):

1) Other land is mainly rural free land, industrial-mining land, special land, area of them are 273.35 hm2, 69.55hm2, 16.68 hm2 respectively.

3.4 Estimation on Reserved Land of beach

Based on analysis above, combined with requirements of arable land, the questionnaire about types of reserved land of beach y is as follows (Table 2):

4 Problems of security of land use in the beach region

According to the analysis above on the current status of land use and flood inundation risk, combined with the requirements of New Countryside Construction, there are still some following problems of land use in beach region.

4.1 The threat of flood still exists and probability which villages in the low beach are submerged is large.

4.2 Floodplain inadequate rural infrastructure, poor farming conditions,

For this study, 912 adult men and women between the ages of 25 and 74 completed short daily telephone interviews about that day's experiences over an eight-day period. The interviews focused on the participants' psychological and emotional distress (i.e., whether they were nervous, sad, etc.) and if they had experienced any stressful events that day. The participants were also required to answer questions such as,“How would you rate your relationship with your mother during the years when you were growing up?” and “How much time and attention did your mother give you when you needed it?” The same questions were asked about fathers.

People who reported they had a good mother-child relationship reported three percent less psychological distress compared to those who reported a poor relationship, according to Mallers.

Men who reported having a good relationship with their father during childhood were more likely to be less emotional when reacting to stressful events in their current daily lives than those who had a poor relationship, according to her findings.

Also, the quality of mother and father relationships was significantly associated with how many stressful events the participants faced on a daily basis. In other words, if they had a poor childhood relationship with both parents, they reported more stressful incidents over the eight-day study when compared to those who had a good relationship with their parents.

Mallers theorized why healthy or unhealthy relationships may have an effect on how people handle stress as adults. “Perhaps having caring parents equips children with the experiences and skills necessary to more successfully navigate their relationships with other people throughout childhood and into adulthood.” she said.

In movies, we often see the most popular teens dominate their peers on a mission. We know these stereotypes (陈规旧习) all too well and assume they are just that — blown up generalizations. But movies aside, is there some underlying truth that being popular makes teens more aggressive?

Published in the February issue of the journal American Sociological Review, one study followed approximately 3,700 students in 8th, 9th and 10th grades for one school year and found that popular adolescents were more likely to act aggressively to climb the social hierarchy (等级制度) among their peers.This trend was apparent in both sexes.

Although popular teens were more likely to act aggressively, the researchers found an exception: adolescents in the top and the bottom parts of the social hierarchy displayed the least aggression toward others.

Robert Faris, a sociologist at the University of California, Davis, and coauthor of the study, says this may be because teens at the bottom of the totem pole (等级) don't have the social power to pay off (成功) being aggressive, while kids at the top have no need to assert (维护) themselves.

“If an adolescent at the top of the social hierarchy were to act aggressively toward his or her peers, such action could signal insecurity or weakness rather than cement(巩固) the student's position ...” Faris says in a UC Davis Press Release. Simply put, the most popular kids have an easier time maintaining their statuses by being nice.

In the study, aggression was defined as any activity intended to “harm or cause pain” in another person. “Whether aggression is actually successful in promoting students to the top of the social ranks is still unclear,” the authors said.

The Yellow River or Huang He, formerly known as the Hwang Ho, is the second-longest river in China (after the Yangtze) and the sixth-longest

in the world at the estimated length of 5,464 kilometers (3,395 mi).[1] Originating in the Bayan Har Mountains in Qinghai Province in western China, it flows through nine provinces of China and empties into the Bohai Sea. The Yellow River basin has an east-west extent of 1900 km (1,180 mi) and a north-south extent of 1100 km (684 mi). Its total basin area is 742,443 km² (290,520 mi²).

The Yellow River is called "the cradle of Chinese civilization" as its basin – specifically, the Wei valley that cuts across the long Ordos loop – was the birthplace of ancient Chinese civilizations and the most prosperous region in early Chinese history. However, frequent devastating floods and course changes produced by the continual elevation of the river bed, sometimes above the level of its surrounding fields has also earned it the unenviable names "China's Sorrow" and "Scourge of the Sons of Han."[2]

Early Chinese literature refers to the Yellow River simply as 河 (Old Chinese: *C.gˤaj[3]), a character that has come to simply mean "river" in modern usage. The first appearance of the name 黃河 (Old Chinese: *N-kʷˤaŋ C.gˤaj; Middle Chinese: Hwang Ha[3]) is in the Book of Han written during the Western Han dynasty (206 BC – AD 9). The epithet "yellow" describes the perennial color of the muddy water in the lower course of the river, arising from loess being carried downstream.

One of its older Mongolian names was the "Black River",[4] as it runs clear prior to its entry onto the Loess Plateau, but the current name of the river among Inner Mongolians is Ȟatan Gol (Хатан гол, "Queen River").[5] In Mongolia itself, it is simply called the Šar Mörön (Шар , "Yellow River").

In Qinghai, the river's Tibetan name is "River of the Peacock" (Tibetan: རྨ་ཆུ།, Ma Chu; : s , t , p Mǎ Qū).

Prior to the advent of modern dams in China, the Yellow River was extremely prone to flooding. In the 2,540 years prior to AD 1946, the Yellow River has been reckoned to have flooded 1,593 times, shifting its course 26 times noticeably[6] and nine times severely.[7] These floods include some of the deadliest natural disasters ever recorded. Before modern disaster

management, when floods occurred, some of the population might initially die from drowning but then many more would suffer from the ensuing famine and spread of diseases.[8]

The cause of the floods is the large amount of fine-grained loess carried by the river from the Loess Plateau, which is continuously deposited along the bottom of its channel. The sedimentation causes natural dams to slowly accrue. These subaqueous dams were unpredictable and generally

undetectable. Eventually, the enormous amount of water has to find a new way to the sea and bursts out across the flat North China Plain, sometimes finding a new course. The traditional Chinese response of building higher and higher levees along the banks sometimes also contributed to the severity of the floods: When flood water did break through the levees, it could no longer drain back into the river bed as it would after a normal flood as the river bed was sometimes now higher than the surrounding countryside.

Another historical source of devastating floods is the collapse of upstream ice dams in Inner Mongolia with an accompanying sudden release of vast quantities of impounded water. There have been 11 such major floods in the past century, each causing tremendous loss of life and property. Nowadays, explosives dropped from aircraft are used to break the ice dams before they become dangerous.[citation needed]

Historical maps from the Spring and Autumn period[9] and Qin Dynasty[10] indicate that the Yellow River at that time flowed considerably north of its present course. These maps show that after the river passed Luoyang, it flowed along the border between Shanxi and Henan Provinces, then continued along the border between Hebei and Shandong before emptying into Bohai Bay near present-day Tianjin. Another outlet followed essentially the present course.[7]

The Yellow River Breaches its Course by Ma Yuan (1160-1225), Song Dynasty The river left these paths in 602 BC[9] and shifted completely south of the Shandong peninsula.[7] Sabotage of dikes, canals, and reservoirs and deliberate flooding of rival states became a standard military tactic during the Warring States period.[11] Major flooding in AD 11 is credited with the downfall of the short-lived Xin dynasty, and another flood in AD 70 returned the river north of Shandong on essentially its present course.[7]
